Add real website/app scaffold under apps/web

Goal

Add the first real application surface under �pps/web when the project identity and deployment target are finalized.

Why It Matters

The repository already has launch standards, audit tooling, and operating docs. A real �pps/web scaffold will turn the foundation into a usable public product or website surface.

Initial Scope

• Choose framework and deployment target.
• Add �pps/web scaffold.
• Add a health route or simple landing surface.
• Add app-specific checks to CI.
• Document local dev and deployment commands.

Definition of Done

• �pps/web can run locally.
• CI validates the app.
• README links to the app workflow.
• No secrets or environment-specific config are committed.
