v0.13: Add pre-commit configuration

This helps check and correct the code before commit.

I personally prefer to run it manually and then commit. Others seem to prefer to have it installed as a hook in git.

I tried the pre-commit git hook but with too many errors and I didn't got the time before to solve them.
It's scheduled for the v0.13 !
