🔧 Migrate CI to uv and add smoke tests

- Replace pip with uv for faster, reproducible dependency management
- Add astral-sh/setup-uv@v4 action for uv installation
- Add smoke test steps for 3-peak and 7-peak scenarios
- Use uv run for pytest and smoke test execution
