Update Windows Perl and/or OpenSSL version to a more recent one #1508

At the moment, the Windows version of LMS installs Strawberry Perl v5.32.1. This is quite old and uses an unsupported OpenSSL version (1.1.1i). I know it might be too much for a bug report but it might be time to use a more recent Perl version in LMS or at least update to a supported OpenSSL version.

Steps to reproduce the behavior:

  1. Install LMS 9.0.x or 9.1.x on Windows
  2. Go to Settings - Information
  3. Look at Perl and Module versions
