feat: redesign autonomous actions UI to be clean and minimal

- Create ActionSuggestionPill for simple tappable action cards
- Create ActionReviewModal for full action review and approval
- Update AutonomousActionsList to show nothing when empty (no awkward headers)
- Pills show service icons + action title, tap to review and approve
- Like Iris but with Cortex personality
