ams-calibration: surface eligibility/feasibility rule precision in doctor/status + document the AMS loop

Problem

Epic #8107's closing mirror pair. ORB's calibration system got an accuracy trend view (#8113) and system documentation (#8114) once real data flowed; AMS's eligibility/feasibility side will be in the same position once the capture + backtest sub-issues land (blocked-by). #8186 already surfaces backtest-cleared knob proposals in doctor/status, and #8185 aggregates the threshold-backtest track record into the calibration report — the missing pieces are per-rule precision visibility for the newly-captured eligibility/feasibility rules, and documentation of the completed AMS loop.

Requirements

• Surface per-rule precision (computeRulePrecision over the miner's own signal-tracking events) for the eligibility-exclusion and feasibility ruleIds in the existing doctor/status calibration output, following ams-calibration: surface backtest-cleared knob proposals in miner doctor/status output (report-only) #8186's report-only presentation conventions — decided === 0 renders as "no verdicts yet", never as 0% or 100%.
• Include the eligibility backtest's run history alongside the threshold backtest's in the calibration report (extending ams-calibration: aggregate backtest track record into the miner calibration report + snapshot event #8185's aggregation surface).
• Document the complete AMS calibration loop (capture → override vocabulary → backtest → track record → doctor visibility) in the miner package docs, updating ams-signal-tracking-design.md's status sections and cross-linking the ORB system docs (Document the backtest/calibration system once #8138 ships #8114's output) for the shared-primitives story.

Deliverables

• Per-rule precision in doctor/status with the no-verdicts arm rendered honestly
• Eligibility backtest runs in the calibration report aggregation
• Miner docs updated to describe the finished loop
