jaxlib version in PDM lockfile does not build on python 3.13

Getting this error on the Python 3.13 test while trying to install jaxlib (it's showing up on the MacOS job but will probably happen on all OSes):

This is probably related to the jaxlib version specified in pdm.lock not being compatible with Python 3.13, but will need to investigate further.
