Check if app is streamlit hosted or running local

Currently some hacks are necessary to make sure that the paths are correct depending on which system the app runs, e.g., for reading in input data. We should make sure that the behavior is the same on windows, linux, mac and as a cloud app.

We can possibly check that with platform.processor() on streamlit.io this should be empty.

@rreinecke is this issue resolved? As far as I can tell, it is working both locally and on streamlit cloud.

Only partially. It really depends if we want to stick with streamlit for future versions. If yes this issue should be left open to be fixed towards a version 2.0
