Add resource manager APIs to the Terraform blueprints

The Terraform blueprints may fail under certain scenarios when the Resource Manager and Service usage APIs are not enabled in the project, and the project is not created as part of the blueprint (project_create=false). The affected APIs are:

• https://console.developers.google.com/apis/api/cloudresourcemanager.googleapis.com/overview
• https://console.developers.google.com/apis/api/serviceusage.googleapis.com/overview

The blueprints should make sure that all the necessary APIs are enabled as part of the blueprint.
