Assuming you have the directory for the CHOpt executable in your $PATH variable:
Opening CHOpt via the command line will make it so that once you hit the Load .chart/.mid button, the File Dialog defaults to the parent directory.
I assume this is currently intended to work this way, as most people tend to just stick their images in the same directory as CHOpt. But that's most people. :)
