plot and other tweaks

Some of the plots need minor tweaks:

• Make M-test labels robust to overprinting if lots of bins are there
• Make model rate lines match empirical occurrence curves for each mag bin
• S test d3--different caption and color scheme should be the same for all config
• S test d3--CI intervals for each cell should be from config

Other things:

• Add a cfg option to print the date of the model run in the report
