No scheduled payment functionality exists.

Please give me this issue, I would like to work on issue #220 — Backend: Add Payment Scheduling Service because I have solid experience building scheduled job systems for financial/payment features in Node.js backends.
Relevant Experience:
Implemented recurring and one-time payment scheduling using tools like node-cron, BullMQ, or Agenda.js.
Built features supporting schedule creation, modification, cancellation, and execution monitoring.
Added proper failure handling, retry logic, and notifications for scheduled jobs.
Worked with payment-related flows and ensured reliability/scalability of background processes.
I will implement a clean Payment Scheduling Service that meets all acceptance criteria:
Support for one-time and recurring payment schedules
Schedule modification and cancellation
Execution monitoring and logging
Robust failure handling and notifications
I can start immediately, deliver a well-structured and testable solution, and work closely with the team if any clarification is needed.
