Improve user experience for index gatekeeper

The user experience (UX) for the index gatekeeper functionality, introduced in #140, can be improved.

Currently, three clicks are required to accept/reject an FDP:

1. click FDP link
   
2. click permit status dropdown ("PENDING")
   
3. click "Accepted" or "Rejected"
   

It would be more convenient (and more intuitive, I think) if we could click on the permit status "PENDING" directly in the main list.

Suggested improvements:

• Change Permit filter default "All"
• Add ability to change permit status directly from the main list item, perhaps also using select-boxes for bulk approval
