add multi team capability

Allow the ability to assign outside (non 6502) team access to the website
admin accounts for their team and add admin capabilities to handle other teams and their data

maybe add routing where each team has their own specific team setup

for example 
scoutingsite.com/[team number]/scout
scoutingsite.com/[team number]/dashboard

store team configs and such in db
