Initiatives page

Previously the website had a page that linked to our other initiatives (Tech for Equity and the Duke Innovation Incubator), we removed this because the information on the page was super old and it just looked bad. Want to bring this back.

Expected:

• Simple page with information about TFE and DII and links to their respective websites.
• Build out a new page for phoenix? (or at least move the phoenix project projects to the normal projects page

Actual:

• Currently hidden
• Contains lots of old data
