Pull Requests: Enum fields are missing from code.json

Expected behavior

In a PR adding code.json to a repository, a blank code.json is provided with all fields listed in CMS schema.

Actual behavior

Enum fields are missing from the blank code.json, thus even when users fill out the code.json, theUpdate Code.json PR check fails

Steps to reproduce the behavior

• 1. Runautomated-codejson-generator (scheduled or dispatch)
• 2. View blank code.json, enum fields are missing
