The problem that [https://unicode.org/emoji/emoji-proposals-status.html] lists it is "Prioritization Pending" for a long time. But I cannot find the original proposal. So I cannot submit a new proposal, nor I can amend the existing one.
I guess we should ask the UTC about its status, and maybe submit a new proposal.

Yes, the process can be frustrating. Sometimes, authors publish their proposals separately elsewhere, but Unicode only makes submitted documents available if they advance to the next stage, which usually means they indeed will become standardized.
