French translation + Spanish demand review (stretch, phase 2)

Stretch / phase 2 — not a launch blocker. Part of Phase 15 — Public website v1 (completes the D4 language ladder). Track under the same milestone but do not block launch on it.

French

• FR locale enabled (/fr/…), hreflang extended
• Launch-set translation (Home, Features, Compliance, Install, glossary) with the same review gate as Arabic (FR-8 mechanics apply)
• Maintainer review pass before publish

Spanish (decision, not commitment)

• Review Cloudflare Web Analytics language demand (3-month window post-launch, from French translation + Spanish demand review (stretch, phase 2) #7)
• Decision recorded: add ES now / revisit later — with the numbers attached

Acceptance

• FR pages pass the same honesty/review gates as AR
• ES decision documented rather than left implicit

Moved to Phase 2 — Growth & SEO (PRD lists this as stretch/phase 2). The architecture contract for adding a locale (content + config only, per v1's wrapper/dict split) was verified during v1 implementation — see docs/seo/IMPLEMENTATION-ROADMAP.md Phase 4 for the decision input (CF language analytics per PRD D4).

The v1 architecture contract held exactly as designed (PRD success criterion 8): adding the locale was content + config only — config/sitemap/hreflang entries, a French ui.ts block, fr objects in all nine page dictionaries (including French glossary & fiqh-basis summaries and comparison rows), French section labels/doc blurbs in the docs manifest, and thin /fr/ route wrappers. No component rewrites.

• All 9 pages in /fr/ (36 pages site-wide), hreflang en/ar/fr + x-default everywhere, French revision markers per FR-8
• Header now shows one language pill per other edition (native names); footer editions + 404 updated
• Verified: astro check clean; 91-check responsive sweep (13 pages × 7 widths, all three languages) zero overflow — French runs ~20% longer than English, so header spacing/pills were tightened at very narrow widths; Lighthouse 100/100/100 on FR home/compliance/docs; FR honesty scan clean (disclaimers on all 9 pages)

Remaining on this issue: the Spanish demand review (PRD D4) — decide from Cloudflare Analytics language data after a period of traffic (needs PUBLIC_CF_ANALYTICS_TOKEN to be set, see #6).
