Split gate-token-levers: land seat-blocked + yolo parking; redesign incremental re-review recovery #6

codex/gate-token-levers parked at review round 7 by lead decision (rounds 1/3/2/2/3/2/3; every round 5-7 finding is a new crash-recovery interaction of the incremental re-review feature: ignored-path fixer commits clearing selected findings, terminal head writers bypassing adjudication clearing, same-head recovery repeating full review). Lead split: (1) cherry-pick onto a fresh branch from main the CLEAN features - seat-blocked outcome distinct from failed, ask-user park-immediately semantics (initial-gate park before sibling auto-fix, unconditional fix_review approval, the tri-state docs), and the blocked-transition atomicity - with their tests, excluding the incremental re-review machinery; gate and land that branch promptly (the fleet's gate estate needs seat-blocked urgently - mid-run lease refusals currently terminally kill runs). (2) Redesign incremental re-review recovery around a single head-promotion writer: every path that moves run head or terminalizes goes through ONE transaction that owns certified-boundary bookkeeping, selected-finding preservation, and adjudication clearing - individual patching of each writer measurably does not converge. The parked run's rounds 5-7 findings are the acceptance seeds.
