Root cause found and fixed. The ruleset migration rollout re-ran scripts/configure-github-autorelease, which set the workflow-permissions flag can_approve_pull_request_reviews to false. Despite its name, that flag controls the combined GitHub setting that allows Actions to create and approve pull requests, so the watcher could no longer open its daily evidence-record PR.

Recovery: the live setting is restored on both php-bin and mise-php, the watcher was re-dispatched and completed green (run 30988224740, evidence recorded via #65), and the leftover branch from the failed run was deleted. PR #64 (and mise-php #29) fix the configure script and snapshots so a future re-run cannot switch the setting off again.
