AWS setup/configuration is needed. Once agreed, we can purchase it and install the bhtom3 repo.
Constraints:
- remove all fits and .dat traffic (ccdphot and cpcs) and have it run on separate servers.
- cpcs database will be read from these servers by a harvester
- AWS should contain the database of users, observatories, and all Reduced Datums (from archives and cpcs)
