Remove the 0.25 CPU option for hosted agents

Remove the 0.25 cores, 0.5Gi memory option from the init flow.

Current:

  Filter: Type to filter list

  > 0.25 cores, 0.5Gi memory
    0.5 cores, 1Gi memory
    1 core, 2Gi memory
    2 cores, 4Gi memory
