Build capability to handle differences in how forcing file timesteps are handled in different models. If ts_on_hydro = 1 then Atlantis looks for the timestep in the physics.nc files to know what time they're associated with (syncs forcing file time with model time).
There is a time attribute and value in the init.nc files. These need to be the same for a hot start.
