Description: Implement logic to capture token usage from LLM providers and calculate costs based on the model spec.

• Parse usage metadata from Claude and Ollama response payloads.
• Implement provider YAML overrides for input_cost and output_cost (essential for free local models).
• Pass this telemetry data into the ail storage layer.
