Swap State Machines (Prevent clumping, etc.)

When too many rats are circling a cheese mine, they're wasting time. They can instead be swapped to other state machines.

We can also apply this logic to other state machines.

For example, when a rat mine is surrounded by a lot of rats, one rat can initiate a squeak picked up by other rats. Rats that pick this up can have a high percent chance to then switch. The rat that squeaks will remain in the same state. Not an implementation but an idea of how this can be implemented.

In sending squeaks and parsing received messages from squeaks, please implement in Comms.java.
